Like it or not, the drums are loud and if you want to practice this has to be taken into account. Unlike most other instruments, there are few options to effectively practice playing the drums without making a lot of noise. The following are three ideas that you may want to consider in order to practice the drums in a way that does not drive the people you live with - and your neighbors - crazy.
The best idea would be to create a sound proof room, though obviously this only works if you have the space and lot of money. A sound proofed room would allow you to play your normal drums in your normal style without bothering anyone else. However, you have to have a room to sound proof in the first place, so if you do not obviously this is not a solution to your problem. If you do have a room, you will have to look into the cost of the proper materials and determine whether or not the job is something you can do yourself or something that will require professional help.
The most cost efficient idea is to use sound dampening pads. These are foam pads that can be places over (or sometimes under) the drum heads and immediately reduces the volume of the drums by about ninety percent. There are many different types of sound dampening pads available on the market, of varying qualities and at varying prices. However, realistically you can also make inexpensive pads yourself using foam pads found in arts & crafts stores and double-sided tape to affix them. If you make your own sound dampening pads you can expect them to wear out fairly quickly, but be extremely quick and inexpensive to replace.
The third option is to simply invest in an electronic drum kit with which you can easily play all night with the only sound coming through earphones or at a very low volume through attached speakers. Of course electronic drum kits do cost quite a bit and if you already have a set of drums this might be overkill. However, if you have already been considering purchasing an electronic drum kit, this might be a great way to solve your noise problem as well.
