There are two kinds good egress systems: egress systems that support a building's normal flow of traffic and egress systems that allow building occupants to swiftly evacuate in the event of an emergency. Naturally, the second kind of egress system is one that we usually don't think about until we find ourselves in an emergency. But ignoring the quality of a building's emergency egress system on the premise that most buildings never experience an evacuation can be a recipe for disaster. In most cases, building owners pay little attention to the safety of vertical exit enclosures and exit passageways not because they don't care, but because they think that their emergency egress system is prepared for an evacuation. But this usually isn't the case.
Despite a renewed interest in the egress safety of tall buildings following the 1993 World Trade Center Bombing, where emergency backup lighting failed and left thousands of evacuees to traverse exit stairwells in darkness, many large commercial and residential R1 buildings are still using emergency back up lighting in their stairwells, as well as non-luminous emergency exit only signs that are difficult to see during low visibility. In addition to the possibility of back up lighting failing due to generator failure, it also performs poorly in the presence of smoke; and non-luminous emergency exit only signs are simply preposterous in the event that smoke fills building's exit stairwells, as often happens during large fires.
To correct these dangers, building owners worldwide implement International Building Code (IBC) and International Fire Code (IFC) egress regulations by applying photoluminescent egress markings and photoluminescent emergency exit only signs, as well as other luminous signage. The IBC, a version of which has been adopted by all 50 states, regulates new construction, while the IFC, a version of which has been adopted by at least 42 states, regulates both new construction and existing construction. In either case, the IBC and IFC make the same recommendations for applying photoluminescent markings to handrails, steps, landings, obstacles and door areas, and luminous emergency exit only signs to exit leading doors.
Once a building's exit stairwells and exit passageways are outfitted with luminous egress markings and exit signage, they become impervious to falling debris, generator failure and smoke. Instead of emitting rays of light, electricity-free photoluminescent material brightly glows and maintains superior visibility at 100 feet, even in the presence of smoke. If you own a building in a state that hasn't adopted a version of the IFC, not implementing IFC egress regulations may not cause you trouble. But if you're building experiences an evacuation that results in casualties due to evacuees' inability to navigate exit stairwells, the lawsuits and damage to your reputation will make you wish that you had.
