Would it shock you to note that there are almost 10 thousand work-related injuries each year from the aerial lift boom category including bucket and boom lifts, man lifts, elevators and the like. While the work situation may be responsible for a large portion of these accidents, the condition of the actual aerial lift can certainly be a contributing factor. For those lift operators working in inherently dangerous situations like power line servicing or tree trimming (which typically use insulated aerial lifts known as bucket truck or boom truck lifts), the need for rigorous inspection and highly competent repair is even more apparent.
If case this applies to your needs, we will take you down a pretty serious and sometimes neglected path for this type of field-created maintenance event. More specifically, if you are an owner, supervisor or anyone else who takes responsibility for lift equipment readiness, we hope you find this pertinent. (Even if you are a worker or know someone who uses an aerial lift boom, we would ask that you find someone to give this information to as it is potentially life-saving information.) Here are some key recommendations about how to properly repair bucket and other style lifts:
First, if you are dealing with an insulated platform of any type that must reduce the chance of electrocution, there is a need to establish the very basic requirements the for evaluating boom insulators, and what can, in effect, distort the dielectric performance of the boom itself. There is a basic but established specification that must be consulted.
Second, no competent testing and repair approach can be complete, without looking at the material integrity of the insulating members of the lift which carry loads as well. Specifically, how much stress and strain they can withstand over time without breaking down. And the bucket itself, although no standard for insulation exists, and how it can be important to maintain a high level of electrical separation ( which is the main reason for the choice of a non-conductive material like fiberglass from which it is fabricated). All of this is a large part of the safety equation against personal shock. It then becomes even more critical that a three-stage [inspection-repair-inspection] process must also be included. The idea of having a conductive bucket or cage in situations where power line exposure is a potential is not wise, and using a non-conductive personnel enclosure versus a wire or other metalized platform may be a substitute. (An example may be routine tree trimming or tree removal where at some point, the operator may be exposed to electrical power sources even though this is not a planned part of the work. In this case it may be wise to have the capability at all times.)
Third, a point of common wear, are the mountings that make safe and make secure the bucket or platform to the boom. No slacking here lest a potential decoupling of the lift superstructure occur in the future.
So What Capabilities Are Needed For An Aerial Boom Lift Repair Organization?
If they do have some type of formal risk underwriting carrier or company, have they adequately informed and regularly update their carrier on their activities in connection with their repair or replacement work on aerial manlift components?
It is important that those who actually do the work, they should have the proper training and carry the proper certifications. One that is helpful is the CCT certification of the American Composites Manufacturing Association.
There are other steps that should be taken, if one was serious about this potential problem. A competent selection process for any supplying repair/restoration vendor of this type should also cover:
- The components in aerial man lift units must perform as life preserving conveyances with high levels of criticality, often beyond other uses for fiberglass.
- Does this supplier understand and is very familiar with (and we mean have experience and a strong sense of mission and ethics about) this unusual way of applying fiberglass?
- In addition to maintaining physical integrity, after a repair has been made, a final electrical insulation test should be performed to ensure that the refurbishment process has not also created a potential for dangerous circuit completion that could effect the operator. (For situations relating specifically to aerial lift boom, a consultation with those who actually purchased your aerial lift products are a good idea to gain their perspective.)
In the end the safety of the operator is paramount, even above production concerns and reducing the rising tide of aerial boom lift injuries should be a paramount business goal in itself. But there is a benefit for safe operation in terms of overall cost reduction (from lower liability insurance and related costs) and in the reputation of your business as a safe and dependable one. After all, very little gets done when someone gets hurt.
